The Centre for Civil Society was formed in 2007 by Vern Hughes. It is a public policy and social innovation think tank, formed to further three important kinds of activity:

The first is the generation of ideas and publications around an agenda of empowerment of the little people. Big business, trade unions and left-leaning universities have their respective think tanks, but there is none that works to influence public decision-making in the interests of the little people.

The second is the bringing together of citizens in new forms of social and political organisation. Political parties are in rapid decline, many traditional voluntary associations have lost their way, and new forms of association are needed. The Centre will explore and where necessary auspice new initiatives which strengthen civil society and advance social innovation.

The third activity is renewal of existing organisations that have lost their way or become captured by their managements. Many not-for-profits and mutuals have lost their original vision. Many community organisation set up to serve or provide a voice for a section of the community have become corrupted by government funding and now serve their funders. Organising for the renewal of these organisations is an important organisational task requiring leadership and integrity.

                        
The Centre is therefore both a think tank in the conventional sense, but also a reform movement pushing an agenda of empowerment. Its constituencies are clear. They are the Australians who are disempowered or invisible in our current social and political affairs - families, consumers, carers, communities, volunteers, the aged, small shareholders and independent owners. 

In short, they are all those Australians who have not made a career out of working our political system for their own advantage.

Intelligent citizens are invited to support us and contribute their ideas, their energy, and their commitment.
